코로나19 발생 이후 확산 정도에 따라 대중교통에 미치는 영향과 일반 시민들의 대중
교통 통행 변화, 운송사업에 미치는 영향, 국내외 코로나19 대응 정책을 살펴보고 향후
팬데믹 상황이 발생하였을 때 대중교통 대응체계를 강화하기 위한 대응 방안을 찾고자 하
였습니다. 이를 위해 국내외 대중교통 방역 대응체계를 검토하고 특·광역시 대상 대중교
통 수단별 이용행태 분석, 코로나19 대응을 위한 정책 니즈 도출 및 방역 정책에 대한 IPA
분석을 진행하였습니다.
대중교통 이용자 및 운영기관은 감염위험을 낮추는 환기, 소독 등 물리적 방역체계와
방역 대응 조직 구축, 전문인력 관리 등 조직적 방역체계가 효과적이라고 판단하였습니
다. 첨두시간대 대중교통 혼잡도를 낮추기 위한 증차운행, 혼잡차량 정보제공 등 운영적
방역체계에 대한 강화방안 마련과 대응 전략을 모색할 필요가 있겠습니다. 중장기적으로
는 대중교통 방역 시설·설비 확충, 표준방역 관리 매뉴얼 및 방역에 대한 인센티브 제도
등을 마련하고 확대해 나가는 것이 필요하다고 판단됩니다.
