Through this study, existing traffic congestion evaluation indexes were examined and evaluation indexes for traffic congestion control were selected. In order to estimate the traffic congestion cost, the existing traffic congestion cost calculation method was reviewed and its improvement plan was derived. In particular, by using the navigation trajectory information as basic data for the traffic congestion cost estimation method of this study, the problems caused by the limitation of the basic data availability and the calculation using the traffic model could be improved. The data was verified in order to examine the relevance of the traffic volume estimation based on the navigation data. In order to estimate the reasonable traffic congestion cost, several scenarios were applied and as a result, we adopted a scenario to apply to networks for each year respectively and to include "si-gun-do" as an additional road area.
Through this study, traffic congestion cost from 2014 to 2016 is calculated not only for weekdays and weekends separately, but also by region and road grade respectively. As a result, the total traffic congestion cost in 2016 was 30.3 trillion won for weekdays and 46.8 trillion won for the whole year.
