In this study, OECD/ITF assessed the Nationally Determined Contribution (NDC hereafter) of Parties in view of transport. It estimated transport sector GHG mitigation targets of Parties based on the information in the NDC documents. The targets are compared with 2DS (below-2-degree-celsius temperature scenario) and Low Carbon Scenario (optimistic one with all available climate technologies fully utilized). The comparisons are conducted by region and income level. The East-Asian group is assessed to reach the Low Carbon Scenario.
The Korea Transport Institute (KOTI hereafter) asked OECD/ITF to assess Korea’s transport sector target. As Korea’s NDC does not include details of transport sector policies, KOTI provided OECD/ITF with the target roadmap, incentive programs when purchasing environment-friendly cars. The assessment results show that the Korea’s policy package is effective to reach 2DS. OECD/ITF recommends that Korea should find more measures to reach 1.5DS in the next NDC submission.
KOTI compared the measures in the OECD/ITF’s GHG mitigation policy catalogue with the ones adopted in Korea. Most policy measures are in practice but the ones that require political leadership such as congestion charge, parking enforcement, car restriction, access regulation, traffic management, etc. are not effective in Korea. Also, education measures like campaign are not adopted yet. Public transport related measures like BRT, integrated ticketing, and public transport information are well adopted in most city areas. This study suggests that the central government and local governments should take more efforts to utilize measures that have not been utilized effectively yet to better conform to the context of Paris Agreement and Korea’s Sustainable Transport Master Plan.
