Changes over the Last 15 Years since the Launch of the KTX System
1. Transport System
One of the most notable changes in the transport system is the significant reduction in travel times between regions. The passenger-kilometers of the KTX rose significantly as well, as the average travel distance per person has increased by 1.5 times since the early phase of the opening of the KTX lines.
2. Socioeconomic Changes
During the period from the 1990s to 2010, gross inflow into the metropolitan area had been consistently higher than gross outflow. Since 2011, however, the gap between inflow and outflow has narrowed considerably, which may be interpreted as a result of the reduction of population concentration in the metropolitan area. Before the launch of the KTX system, roughly 75 percent of all international conventions held in Korea took place in Seoul. In 2014, however, roughly 53 percent of all such conventions were held in Seoul, with about 28 percent being held in Busan and six percent in Daejeon. This shows a clear increase in the number of international meetings held in cities with stations served by KTX lines.
Strategies for KTX-based Regional Development: Formation of a KTX Economic City
1. Specialized KTX Economic City: Definition
The purpose of the Specialized KTX Economic City is to develop and transform regions with KTX stations into transport and economic bases and ultimately shape the entire nation into an economic city.
2. Vision for the Specialized KTX Economic City and Suggested
Strategies The vision for the development of the Specialized KTX Economic City is to shape the whole nation into a KTX-based economic city as a means of achieving balanced regional development. Here, I suggest three strategies for fulfilling this vision.
The first strategy focuses on how to make major cities along the KTX routes accessible within 90 minutes from each other. The most essential factor of connecting the whole nation into a single, integrated city is the development of a rapid transport network with short travel times. The second strategy is to develop metropolitan areas as transport and economic hubs. To this end, it is important to boost knowledge-based industries in areas near KTX stations. It is equally important to form a hub-spoke transport network centered on areas near KTX stations in order to increase the accessibility and economic productivity of those areas. Last but not least, the third strategy is to shape areas near KTX stations into centers of the New Deal Project for the purpose of promoting urban renewal. Improving deprived urban environments and creating new jobs to attract a floating population through the New Deal Project will serve to promote the regional economy.
