With the systematic comprehensive plan for the 7×9 expressway networks, the condensed investments in the construction of the national expressways has been one major role in the economic growth of Korea. The length of the expressway in 1980 was approximately 2,200km and the length has almost quadrupled in the last 30 years. As a result, expressways are accessible to over 90 percent of the population to within 30 minutes, which provides higher level of mobility.
On the contrary, strategic networks for national roads were not prepared and it has shown the limits to rational investments. In additon to this, balanced regional growth oriented diversified investments have contributed to the quantitative growth of the road length; however, it results in the limited consideration of user needs such as on-time performance in road mobility.
This study purposes on setting up strategic road networks that functionally assist the 7×9 expressway networks and appropriately corresponds to the needs of demand. Moreover, it suggests operational purposes and management plans for the strategic road networks (SRNs). It analyses the Daegu and Gyeongbuk region as a case study.
Based on the KTDB GIS road network files and travel and traffic related big data, the SRNs correspondent to demander’s needs are set up. It considers weekday and weekend passenger traffic volume, freight traffic, and connectivity to major cities, industrial complexes, and tourist resorts.
The SRNs comprise 977km out of 9,458km of the total road length in Daegu and Gyeongbuk region. It is made up of national roads, nation-funded provincial roads, and municipal major arterials. It accounts for only 10% of all roads but carries 35% of all traffic.
The analysis results show that more focused and strategic investments in SRNs improves the regional economy and better satisfies needs that are demanded. The regulations and policies need to be amended in order to activate the SRNs investments under the National Government control. Efforts of the national government and municipalities will be needed.
